Some credit card companies will think an International charge is fraudulent and suspend your card until they can get in touch with you and confirm the charge. Just basic fraud protection.
While it's a good practice, both chase and amex told me I didn't have to call in advance. Perhaps using a CC in multiple countries in a short period requires advanced notice.
