Never been to DC before.
It isn't a bad idea at all. I would:

1. Book a hotel in the downtown area or Georgetown, rather than MD or Virginia. Prices should be low enough that you get a reasonable deal, you can walk or take metro where you need to, and there won't be any issues about the power. It will be hot, and there is a reasonable chance of a thunderstorm, so plan accordingly.

2. Confirm with the Embassy directly that they will be open and able to serve your needs. With the holiday in the middle of the week, many are taking two days offer bridge to one of the weekends. Myanmar has a small enough presence he that this could really disrupt their operations, even if they are open.
