ernestnywang for tracking down a specific example, that was very helpful. We can confirm this is the case as CX 257 is now within T-55 and the Occupied seats from the seat map that you posted before have now become Blocked (ExpertFlyer uses the same GDS that you do for the CX seat maps):

You are also correct in that there is nothing we can do to change this behavior on the part of CX, they will either correct it or they won't.
