You seem to be mixing up the Indian Consulate with Travisa - they are separate entities. One cannot get a visa from an Indian consulate directly, unless it is some kind of a documented emergency. One can, however, submit an in-person application to Travisa, which
if one is lucky, may be processed in 24 hours.
