Is it still the case that you can combine an e-cert and VDB (Type B) vouchers?

I have a $250 e-certificate (S*PMO/WEBDOLLAR) as well as 4x$100 VDB vouchers. Both were issued pre-3/3

In the past I believe you had to apply to the e-cert online, hold the reservation and then call in to have the hold time extended to either mail in the VDB vouchers or ticket at the airport.

My experience this morning; I built my itinerary online using the $250 e-cert (no problem using the 1016 code), put the reservation on hold and called in, but the agent said under the 'new policy" they could only use one type per reservation and could either ticket using the $250 certificate or build me a new reservation using the $400 but I could not use both.

What are others' experiences? As I understand it, the VDB vouchers are effectively cash and can be used with one form of discount coupon....?
