I have seen this too. After the first page, it just said somebody would contact me -- i.e. I never got to the serial number page. Sure enough, about 3 weeks later, I got an automated reply with an e-cert. Rather weird.

It makes me wonder if that particular flight was tagged for compensation, and thus it was assumed that I didn't have the Skykit? That's my best explanation.
