While this is the case for the old paper certs (1016...) it is NOT the case for the new vouchers being issued which have a program year and PIN. Those should be redeemed at the payment page at the end of the process.

OK...this is what I was told.
My certificate is for $350, and it would apply only to the base fare. Not the taxes.
I cannot recall ever having issues making my TCVs apply to the full value of the ticket rather than base fare only with the sCO certs. And that's the platform they're still using.
