Found a Pho restaurant with really great food in Fresno, CA.

Pho Phuong Nine

Very generous serving sizes, delicious fragrant broth, and good meat. The spring rolls were excellent as well. Great basil/peppers/sprouts.

This is a hole in the wall type place in a strip mall, so basic linoleum floor, basic tables, but very friendly and quick service.

If you are in the Valley, this is a nice place for an inexpensive meal. Large bowl of Pho $6, spring rolls $3.50.
