It is.

However the BoA will show up as "BANK OF AMERICA" on your credit report and the BoH will show up as "FIA CARD SERVICES" so the 2 browser trick isn't necessary as it won't save you a hard hit nor should it have any barring on the approval of either apps AFAIK. FIA is the legal entity (of BoA) that also includes BoA credit card operations.
