We were looking at the Narita City option, but didn't know about Chiba, so will check that one out too. TYO is definitely an interest, but I always worry about heading into a city I'm not familiar with a limited time to go to and get back from. I think there would be too many distractions there that might keep us there longer than we should.

I have done Narita city and back to the airport in time. Don't worry, just a note most stores and restaurants open later and not at 8am. Plan it carefully. There is a luggage facility at the airport for luggage if the lounge does not store it.
