Not a chance. First, will your checked baggage interline from HA to CX? If not, then another level of complexity. But if so, here is what you face:

Arrive on HA
Immigration
Customs
Find a cab
Traffic (up to 1 hour each way)
Wait in line at office for help
Find a cab
Traffic (up to 1 hour)
Enter airport (need printout of flight reservation)
X-ray to enter airport
Pay departure tax
Immigration
Security

I would allow a minimum of 6 hours to do the above. And, if I am not mistaken, HA arrives in the late afternoon so the chances of the office being open when you arrive early evening are slim.
