I've received more than 2 cards in 6 months. More than once I've applied for 2 AMEX cards (pers & biz) and received both, no problem.

Your 'two browser trick' has as much effect into 'tricking' Citi into giving you 2 cards at once as my dropping rose petals on my keyboard and dancing the Irish Jig prior to applying. But, hey, if I got 2 Citi cards after using those rose petals and dancing the Irish Jig, then this must be the 'trick' to getting two approved applications at once, right?
As jcmitchel said, it's not about getting 2 cards, it's about getting 2 of the SAME card, that you couldn't normally do. The important part is applying the same day.
