I appreciate your question regarding newbies (which I also addressed in my last post, but you didn't respond to), but I was also had the impression that you did find the situation somewhat confusing yourself:

All the moderators that I am acquainted with see
both as their commission from Randy, and do try to act accordingly -- since, again, he has been very, very clear about misplaced posts and posting in the appropriate place.
