Yes. Except that Citi is not nearly as willing as Chase to re-allocate credit line. It used to let you move/combine lines freely among cards but now it seems only at new account opening time.

The Gold version was offered publicly a few years ago. The Bronze version is only available as a "downgrade" alternative when you cancel the Platinum card due to not willing to pay the annual fee. It is often offered as a downgraded alternative to still keep you as a customer. I just got this offered to me last week when I wanted to cancel my AA Visa Signature. (Both the Gold and Bronze are MCs).
