for TATL true but in North America and other "domestic" aircraft routes there is a complimentary program. No of aware of any TATL carrier that routinely offers "free" upgrades .

occasionally on all carriers for operational issues ( such as sold out economy cabin) due freebie ops-up --- but those are rare.
