At only a $15 discount (and seemingly a great deal of advance purchase required), the discount doesn't seem worth the restrictions.
I imagine the fare difference will vary by market. For the extremely price sensitive traveler purchasing through a GDS portal or aggregator, even a small savings can make a big difference.
