that alone is a bit misleading. At t-24 the waitlist is transferred (carried over) to the Upgrade Standby List (which is effective a waitlist in PMUA nomenclature -- just a new name in new UA terminology). The major change in this appraoch is no new waitlist requests can presently be made after T-24.
