I gave you the example of IAD-SFO for travel tomorrow. Gov Y fare is $351, regular B is $782, full Y is $1582. In this case your discount is 78% off of regular Y, but you'll be first in line for upgrades and may not even need to wait for the next sweep.
P.S. Coming out of DC, perhaps these are special government regulators fares.
