Yes--it's based on your status at the time you redeem it (as well as the current redemption rates offered by UA; i.e. you could have logged in and gotten a $200 offer, sat on it, and logged in with the same SkyKit cert # 60 days later and gotten a $150 offer).
IIRC, it's also based on the flight itself, so if you got one for a transcon and one for a transpac, redeeming for the tpac flight issue would be worth more regardless of which SkyKit # you entered.

Indeed. And it took me somewhere around 3 months to get my UC card last time (the RCC folks sent it to the wrong address the first time--at least they didn't try charging me the $50 replacement card fee which the UC has in place...).
