It's perfectly reasonable to require a browser to support 128-bit encryption for secure transactions. Take the time to a Google search and you should be able to enable this easily if it is an IE version that's been released in the last 4 years.
Most of us have done the search, clicked the applicable boxes, and it's still an issue...hint, it's not us, it's UA
