It's perfectly reasonable to require a browser to support 128-bit encryption for secure transactions. Take the time to a Google search and you should be able to enable this easily if it is an IE version that's been released in the last 4 years.
The problem isn't that the browser doesn't support 128-bit encryption, but that the
website is misconfigured. People who are experiencing this problem are using browsers which support 256-bit SSL, so it's not a lack of security capability on the users' ends.
