I have noticed a number of bars performing the "upsell" in the manner you explained- I had exactly the same thing happen to me at the Peninsula in Hong Kong last week (although I asked for Bombay which is hardly premium).

Regarding steakhouses, another vote for Butchers which is really quite good.

There is also an excellent Thai restaurant- I dont recall the name offhand, however it was booked for me through the concierge at the PH Hamburg. It is about a 20 minute taxi ride, however has a nice view of the port and good quality food if you want something a little different.

Glad to hear there is a good vibe at the bar.
