You need to issue the ticket both:
  • Prior to 7 days before the first international and all earlier flights
  • Within 7 days of making the reservation.

But you can make date/time/carrier changes (same exact routing) for free if any of the following apply:
  1. You haven't left yet and it is more than 7 days before the first international flight and all earlier flights;
  2. You've flown some of the flights

At any time after issuing the ticket, you can change the routing for a $125 re-route fee, provided the new route stays within the maximum band you originally purchased. (If you exceed the band, the ticket is also re-priced.)

Since reservations are tied to the first segment, if you change that, the ticket is re-priced, even if you otherwise could make the change for free.

So, if you're not 100% certain of your route, you can wait until 7 or 8 days before the first flight, and book then. If your route changes afterwards, you pay the $125 re-route fee. If you need to change the route of the first flight, you'll also pay any fare increase.
