I am a GS member (and will be in 2012), but in recent months I have found it almost impossible to upgrade internationally - even from paid C to F. It appears that United has significantly changed their upgrade priorities in recent months. I will actually have an SWU expire next week after failing to upgrade on 5 straight flights.
