I don't think anybody on FT knows for a fact which way it will go. Mileage Plus is just a name, and the new program will be a combination of features from both of the older programs and features new and unique to the combined program.
A potential harbinger of things to come, though, is that DL's Economy Comfort section (its equivalent of E+) is not free to its lowest tier silver elites (although they receive a discount on the buy-up).
