Why not? The relevant rule doesn't dictate any other way of pricing such a ticket. What country's tariff other than the country of origin of 1st flight could be applicable for tickets purchased in Fiji or Tonga or Cabo Verde? Pricing as per the Canadian exception is totally in keeping with the highlighted conditions below which seems to be the only conditions relevant to such purchases.

When travel originates in a country for which a specific local currency fares is published and the
ticket is sold in another country, the fare will be that published for the country of origin converted to
the currency of the country of sale at the bank selling rate.
The resultant fare must not be lower
than from the country of sale.

Exception: Not applicable for sales made and/or travel originating in Canada or when BOTH travel
originates and sales are made within the European Common Aviation Area (ECAA)/Switzerland.

Nice thought but I think a risky strategy.

I base my opinion on the following:

Purchase AONE4 ex-KRT from QF in Australia. As we all know you will be up-fared to the price of an AONE4 ex-SYD.
Halfway through trip, I decide that I want to add a continent. What is QF likely to do?-
1)Look at the AONE5 fare ex-KRT and say that they will use that fare to determine your new fare and therefore charge you only the change fee because you have already paid more than the AONE5 fare ex-KRT when buying the AONE4 ex-KRT from QF in Australia
or
2)Look at the AONE5 fare ex-SYD because that is how your ticket was priced/issued and charge you the full difference between an ex-SYD AONE4 and AONE5

Shouldn't be any different for upfaring an AONE3 to an AONE4/5/6 - the rules applicable to your original ticketing would almost certainly be those applied.


16(c) Upgrading
5) At any time the oneworld Explorer fare may be used as credit towards payment of any higher fare from the point of origin provided the conditions of the higher fare have been met. No fee will apply. Where such credit is towards another Explorer fare, retroactive use will be permitted. Reissued tickets must be endorsed --NON REF/ XXX-- (XXX equals oneworld Explorer fare basis code) and the original Non-Refundable amount remains Non-Refundable. If the upgraded ticket is subsequently cancelled, the original fee will apply.
One of the conditions of the higher fare is that it must be upfared if not purchased in Sudan

You should however be able to buy the AONE3 at the ex-KRT price but I could imagine QF trying to wriggle around it and charge the minimum AONEx fare published in OZ ie an AONE4 but this is pure speculation on my part
