It shouldn't happen at either one, but unfortunately it does from time to time. There's no us vs. them. The discussion is about an aircraft that has made a fuel stop on a route quite frequently as of late.
The related IRROPS fiasco the 1K poster experienced was a result of a CO agent using CO's 2-3+ year old rules.
