which isn't to say Cathay doesn't know about one that Google doesn't.

My limited experience trying to communicate with a place as (relatively) modern as Damascus wasn't very productive, though. But you might get lucky. I'd be hard-pressed to give a c/c to a stranger in that part of the world, though.
If I contacted CX (as I recommended in my post) and they stated that they still have a GSA in KRT (the one listed in my link) I wouldn't have any hesitation in using a credit card to book through that GSA.
