This is purely a policy matter. There is no computer system limitation in either Apollo or SHARES that determines how or when SDC is accomplished. The only limitation is PMCO cannot place someone on unconfirmed standby on UA metal and vice versa due to the fact standby lists for UA metal flights only exists in Apollo and standby lists for CO metal flights only exists in SHARES.
At this point it is anyone's guess which policy will remain after 3 Mar 2012.
