Unfortunately I think it does, I previously had a SFO-YYZ-LHR flight booked one way and it was just under £300 in taxes, managed to swap it for SFO-LAX-LHR (with NZ) and it was around £35 for taxes (earlier this year but I believe they charge the NZ YQ now)
