1. Yes, provided your final leg SYD-HKG is not more than one year after your first flight HKG-SFO.

Great circle mapper shows your route as 19,333 miles so you are leaving some miles on the table if your purchase an xcir22 which allows 22,000 miles.
2. Circle fares are paid fares so you can't use miles for them. You can do multi-destination itineraries with QFF. You will probably be better off enquiring about those on the QF forum.
Multi-destination Itineraries
The number of points you need for a Qantas & Partner Classic Award flight is calculated by adding up the one-way trips in your itinerary. There are no points charges for stopovers or for any non-flown (surface) segments. Your itinerary may have no more than 16 flights or surface segments. However, if the total distance of a single trip is over 15,000 miles, the trip must be broken down into sub-trips in order to calculate the number of points you need.
