I use the cheapie paper ones supplied by airlines. They get the job done and because I want my destination address on the baggage in case it gets lost on the along the way. I can put my "away" address on the outbound and my "home" address on the inbound. I also had metal name tags with leather straps made up and attach them to both checked and carry-on luggage so that a name can be associated with the bags in case the paper ones fail. Nothing will prevent one's bags from going missing is someone in the right place at the right time wants them to go missing.
