Who knows what the criteria is. Until recently you had to be a United elite, but now non-elites are getting the better offer. I still only have the 40k offer (25k first use). I am hoping I will get the better offer in the mail/email.
What's weird is I got the 50k Continental email offer, although I had a CO card this year that was cancelled recently.
I've never had a United-branded card though.
