No....and why would there be? Countries just don't hand out passports. You need to be a citizen.

No parents or relatives there, only 7-day visit in mid '90s "under my belt", so I'm out of it? Loosens with age? Am mature adult, not yet senior...

If your concern with an American passport is being a target of terrorists, then the last thing you'd want is an Israeli passport.
Besides, terrorists aren't exactly too fond of people from western countries. US, Canada, UK, France, Germany, it doesn't matter which passport you have. You'd be screwed either way if kidnapped by terrorists - which begs the question, where do you plan on traveling to that you're actually worried about it? Unless you're planning on going camping in the mountains of Afghanistan, you have a better chance of dying in a car crash on the way to the airport.
