FWIW, PRC carriers can't fly over Taiwan either, but since Taiwan is tiny and out of the way, it doesn't really matter...
It has been "possible" since 2005. Before that year, it was actually Taiwanese/ROC government who banned flights from flying over mainland China due to security concerns (see the second web link below).
