No.

AC issues the award ticket, nothing goes to the operating carrier until they reconcile awards redeemed both ways. The mechanism for that reconciliation is a commercial agreement that isn't disclosed.

It's unclear here if AC or AE keeps the fuel surcharge for *A segments. I imagine AC has been getting it for AC segments these past few years.
