WAS-WAS/PHX/PHL/CLT/BOS-LAX

How does that WAS-WAS work? I don't think there are flights between DCA/IAD/BWI are there? I've seen the same thing where LAX-LAX seems to be a possibility. Is it a remnant of when there were flights between co-terminals?
