Good question - it is a mixed bag, some pay now, some pay after the statement and some don't pay unless you have a statement and won't create a statement if you have a zero balance (paid the account off early).
Interesting. I didn't realize there were banks out there that did things differently. In the OP's case, both Chase and Amex will post after the statement closes and the amount of miles will be based on the amount of money spent during the statement period minus any chargebacks/refunds.
