I believe that the city is easily accessible by both taxi and metro, but I'm not sure how long it takes - I seem to recall reading somewhere on FT that it takes about an hour to get to some IST tourist attraction, but I forget which...
upto an hour is ok....anything beyond that is something i would like to avoid while on transit....in this case a 10 hour layover would be just enough time to get out & enjoy the sites & sounds before coming back to catch your flight....
