The upgrade chart on AP.com is applicable for all of *A, including AC.
Besides the AC logo listed in the list of carriers, you will note on the chart that it gives a "Short-haul" category within N/A that has a little * next to it, and at the bottom of the page the mean of the * is: "*Shorthaul is only applicable to flights operated by Air Canada."
