I usually put my laptop, cellphone and wallet on a tray, the bag behind it, I'll put them in, walk through the screening and then on the other side I put cellphone and wallet back into my pocket and laptop inside the bag. It takes me 20 second from the beginning to the end...
Not all of us get through quickly enough to meet the bag on the other side. For those of us that do not, the locked bag can not be searched until they ask to open it.

If I am delayed, any items in the open are possible temptations to other people that may have access, not necessarily just TSA screeners.

If you leave the wallet in an open bin and visible, you are taking a greater risk than if you do not.
