You are absolutely right....In the past you didn't get miles doesn't mean you wont get now. Also in the past you got miles doesn't mean you will get now. In the past you got miles within few weeks after making a purchase (irrespective of T&C) does and doesn't mean that you will get it or you won't.
I don't think US (or any business for that matter) will let their customers utilize resources needlessly if it becomes a repeating issue. If they do, probably they shouldn't be in business.
