Incident: Air Canada A320 at Calgary on Sep 16th 2011, flaps up landing

An Air Canada Airbus A320-200, registration C-FDRH performing flight AC-133 from Toronto,ON to Calgary,AB (Canada) with 152 people on board, was on approach to Calgary when the crew received a "F/CTL FLAPS LOCKED" message and aborted the approach. After the relevant checklists were actioned the crew declared emergency and performed a safe landing with slats at position 2 and flaps up at a higher than normal speed about 33 minutes after aborting the first approach.

The Canadian TSB reported maintenance replaced the right hand #2 flap actuator.
