You can get points for items charged to a separate folio off the master. For instance: long distance, room service, pay-per-vew. The points, if any, for the master billing are a matter between the property and the event planner. In some instances, the planner may have negotiated a lower rate in return for no points. In others, the event planner may receive the points and yet in others, the points may wind up with someone more senior at your company who retains the event planner.

If you really want to know - ask the event planner and move up the chain from there.
