Yes, it was always my understanding that Octavius was intended as an extension of the Augustus-class rooms (they completed the tower itself on schedule, but delayed finishing the interior buildout until the economy moved forward).
Maybe the introductory procing during a slow period (CES week excepted) confused some people. Caesars Entertainment has plenty of budget-priced rooms right across the street, after all.
