Because EWR isn't really part of the NYC market

AFAIK WN still flies LGA-MDW.

It's not just the <7 days from EWR issue - you can put in a EWR-ORD r/t on CO 330 days from now and it's still going to be 3x that from LGA (I see $722 + tax for an Aug '12 trip). It's that they have a monopoly at the airport.
