I can tell you first hand, that this is not true in New York. New York requires motorists to carry a MV-20 form in their car, or on their person. This is the only acceptable insurance to a police officer. I've been pulled over now 3 times in an AVIS rental, and two out of the three times, I did not have an MV-20 in the glove box, and was ticketed for driving without insurance.
I later had AVIS give me the MV-20 form, and got the charges reduced, but nonetheless, I was ticketed for it.
In any case... Best to leave the legal speculation to a minimum here.
