Yes, they should. And pax should not have to ask or wait for a supervisor or provide BP and ID to get a comment card. And pax should be allowed to submit comment cards directly to TSA instead of being required to hand them to a TSO who will then (allegedly) submit the card.
Most of all, it would be great if TSA actually
did something with the comment cards, besides mine them for pax info to log in a 'domestic extremist' database somewhere.
