They don't have to as HNL is covered by the far more restrictive rule that you cannot travel to HNL except in conjunction with an international arrival or departure at HNL (currently that limits it to HNL-SYD or SYD-HNL). So you can fly SYD-HNL-DFW and still have the transcon available.
