I think this is confusing shower facilities in clubs with arrivals showers/lounges. For example. If I arrived at Newark as my destination, I wouldn't have access to the clubs at c/a as they are inside security and I'd go through Customs/Immig and end up outside security with no way to reaches the secured zone if terminating there.
